Mayor Leodore Lionheart is a major character and an anti-hero of the 2016 Disney animated film Zootopia.
He is voiced by J. K. Simmons, who also voiced Kai from Kung Fu Panda 3.
Lionheart was the 52nd mayor of Zootopia.
Although Lionheart isn't really an antagonist as he was just trying protect the city, he acts selfish and arrogant and also did the wrong thing for right reason.
Role in the FilmEdit
Lionheart first appears at Judy's graduation from the Zootopia Police Academy, praising her as his first police officer to be a rabbit. When Assistant Mayor Bellwether starts talking to Judy on stage, Lionheart rather rudely pushes Bellwether aside and takes photos with Judy.
A few days later, in City Hall, Bellwether attempts to get Lionheart to help her with numerous matters regarding the city, but Lionheart, seeming under great pressure, coldly orders her to take care of the matters herself and to cancel his afternoon so he can go out for confidential matters.
That night, when Judy and Nick enter the old Cliffside Asylum, they find that all the predators that have gone missing, including Emmitt Otterton and Renato Manchas, have been illegally imprisoned there by wolf mercenaries per Lionheart's orders, and have somehow lost their sanity and become mindlessly aggressive, violent and "savage". Lionheart then enters the asylum with Dr. Madge Honey Badger, and is recorded on Judy's phone. During the conversation, Dr. Badger suggests that Lionheart reveal the situation to the public before matters get worse, but Lionheart refuses, knowing the balance between predator and prey would be destroyed by fear should the word get out, while also expressing concerns over his career as Mayor. However, Judy's phone starts to ring and she is nearly exposed as Lionheart exits with Dr. Badger.
After Judy and Nick escape and warn the ZPD, the asylum is raided and Lionheart is arrested along with Dr. Badger. He protests his innocence, stating that he wanted to protect Zootopia, but Judy unsympathetically accuses him of caring for his job and nothing more. The disgraced mayor is then removed from office, with Bellwether raising to power in his place.
Unfortunately, Lionheart's fears over the danger of the mysterious savage outbreak prove sound; the news that predators are the only ones going savage causes citywide panic, with prejudice and discrimination against predators flooding the city. Over time, many more predators fall under the mysterious affliction, leading to public attacks, though Lionheart is now powerless to suppress it.
In the end, however, it is revealed that the reason why the predators went savage is because they had been darted with a psychotropic serum by Bellwether's henchman, as part of a grand scheme to get all predators alienated from the city and usurp Lionheart. After Bellwether is exposed and arrested, an imprisoned Lionheart is interviewed on the matter by a reporter. He explains that he had no knowledge of Bellwether's plot, but fully confesses to have illegally imprisoned the savage predators, confidently declaring it was 'a classic, "doing the wrong thing for the right reason" kind of a deal'.
Despite this, he remains in jail, as he is last seen reading a magazine from behind bars during the credits. However, despite his previous intense fear of losing his reputation, Lionheart now appears rather unfazed by his fate.
Although Lionheart's goal is to keep Zootopia safe, he can be gruff, arrogant, selfish, bossy, pompous, dismissive and sarcastic.
